Request for Qualification (RFQ) – Older Adult Home Modification Grant Partners Lawrence County Social Services, Inc.
Lawrence County Social Services, Inc. is requesting proposals from qualified non-profit, 501(c)(3) organizations or city/township/county/state governments, to partner with Lawrence County Social Services, Inc. (LCSS) to provide home modifications and limited repairs to meet the needs of low-income elderly homeowners in rural and urban areas of Pennsylvania. This is regional, so applicants from any county in PA may apply.
The goal of this grant program is to enable low-income elderly persons to remain in their homes through low-cost, low barrier, high impact home modifications to reduce older adult’s risk of falling, improve safety, increase accessibility, and to improve their functional abilities in their homes. This will enable older adults to remain in their homes and to ‘age in place’, rather than move into a nursing home or other assisted care facility.
Evaluations of all proposals will be based upon a point scale that ranks the following categories:
- Completeness of proposal & clarity in addressing request
- Current capacity to provide these services immediately
- Relevant background and appropriate staff/company experience
- Ability to provide work in a timely manner
- Minority and Women’s Business Enterprise Firms
It is the policy of Lawrence County Social Services, Inc. to promote the opportunity for full participation by minority and women’s business enterprises (“MBE” & “WBE”) in all housing and community development programs receiving funds from the Pennsylvania Department of Community & Economic Development. LCSS will assign a weight for socially/economically restricted business participation for each RFQ. This weight will be included as one of the criteria for selection.
In addition, all participants in this RFQ should be advised of notice of requirements for affirmative action to ensure equal employment opportunities are applicable. (Executive Order 11246).

All RFQs shall be provided to LCSS in a sealed envelope marked “Older Adult Home Modification Partner RFQ”. Any RFQ received after the 2:00 p.m. deadline shall be returned and not accepted for review.
