Lawrence County Social Services, Inc. is requesting proposals from qualified organizations to partner with Lawrence County Social Services, Inc. (LCSS) to provide Lead-Based Paint Hazard Reduction home remediation to meet the needs of low-income privately-owned rental units or homeowners throughout the Commonwealth of Pennsylvania.
The goal of this grant program is maximizing the number of children under the age of six protected from lead poisoning by assisting in undertaking comprehensive programs to identify and control lead-based paint hazards in eligible privately-to owned rental or owner-occupied housing populations. In addition, there is Healthy Homes Supplemental funding available that is intended to enhance the lead-based paint hazard control activities by comprehensively identifying and addressing other housing hazards that affect occupant health. Free training is provided to those not yet certified.
The goal for this partnership is to build local capacity of trained and certified individuals and firms to address lead hazards safely and effectively during lead hazard control, and renovation, remodeling, and maintenance activities. Another core element for capacity includes the development of comprehensive, community-based approaches to integrating this grant program within other local initiatives through public and private partnerships that address housing related health and safety hazards and/or serve low-income families with children under the age of six.
Evaluations of all proposals will be based upon a point scale that ranks the following categories:
• Completeness of proposal & clarity in addressing request
• Current capacity to provide these services immediately
• Relevant background and appropriate staff/company experience
• Minority and Women’s Business Enterprise Firms
It is the policy of Lawrence County Social Services, Inc. to promote the opportunity for full participation by minority and women’s business enterprises (“MBE” & “WBE”) in all housing and community development programs receiving funds from the U.S. Department Housing and Urban Development. LCSS will assign a weight for socially/economically restricted business participation for each RFP. This weight will be included as one of the criteria for selection.
