Request for Proposals: FMC2 Demolition Project at Frew Mill Campus
LCCAP is seeking qualified contractors to submit proposals for the FMC2 Demolition Project, located at our Frew Mill Campus in New Castle, PA. The project encompasses interior demolition work across Wings A, B, D, E, and F of the campus structure, previously used as a high-security detention facility.
Scope of Work Includes:

Complete removal of specified interior walls (marked in red on project sketches), including all associated materials such as embedded plumbing, electrical fixtures, mechanicals, and steel reinforcements.

Full removal of ceiling surfaces, insulation, and all ceiling-mounted fixtures in all five wings.

Proper disposal of all debris and demolition materials off-site in accordance with environmental regulations.

Coordination with LCCAP for access points and protection of existing structural and safety systems (e.g., fire sprinklers, alarm wiring).
Contractors must review the full scope of work before submitting a proposal.

A site visit is strongly encouraged and can be scheduled weekdays between 8:00 AM and 1:30 PM.

Bids must include a work plan, schedule, and proposed cost.
