Request for Qualification (RFQ)
Laboratory Services Lawrence County Social Services, Inc.
Lawrence County Social Services, Inc. (LCSS) is accepting proposals for a laboratory to partner with LCSS to perform lead dust, soil, and paint-chip testing that are required for, and in direct support of, interim control and lead hazard control work, of eligible housing units constructed prior to 1978 to determine the presence of lead-based paint and/or lead hazards from paint, dust, or soil using acceptable testing procedures.
Evaluations of all proposals will be based upon a point scale that ranks the following categories:
- Completeness of proposal & clarity in addressing request
- Current capacity to provide these services immediately
- Relevant background and appropriate staff/company experience
- Ability to provide work in a timely manner
- Minority and Women’s Business Enterprise Firms
It is the policy of Lawrence County Social Services, Inc. to promote the opportunity for full participation by minority and women’s business enterprises (“MBE” & “WBE”) in all housing and community development programs. The procurement for services hereunder shall comply with Office of Management and Budget’s Super Circular requirements for grants and cooperation agreements to state and local governments and shall be in accordance with LCSS’s Procurement Policy for Professional Services. It is the intent of LCSS to retain the services of said agency that will provide the necessary expertise to carry out the activities described within attached appendixes. LCSS will assign a weight for socially/economically restricted business participation for each RFQ. This weight may be used as one of the criteria for selection.
In addition, all participants in this RFQ should be advised of notice of requirements for affirmative action to ensure equal employment opportunities are applicable. (Executive Order 11246).

All RFQs shall be provided to LCSS in a sealed envelope marked “Laboratory Services RFQ” or email with subject line “Laboratory Services RFQ”. Any RFQ received after close of business on March 11, 2022 shall be returned and not accepted for review.
