ACTS operates a fleet of accessible small transit buses that are equipped with 1,000 pound capacity wheelchair lifts. Our drivers are trained and experienced with transporting passengers using various types of mobility devices and who have various disabilities. Since ACTS is a door-to-door service, our drivers will assist passengers from the door of their home to the door of their destination including pushing our passengers that use a manual wheelchair as well as securing any mobility devices to ensure safe travel. Passengers using mobility aids, such as wheelchairs, canes, or walkers, are eligible to have one family member or companion escort them during their trips at no cost to the passenger or family member. ACTS works with two sponsoring agencies that subsidies trips for passengers with disabilities.
Persons with Disabilities (PwD) Application
American with Disabilities Act (ADA) Complementary Paratransit Program
ACTS is the subcontractor for the New Castle Area Transit Authority’s American with Disabilities Act (ADA) Complementary Paratransit Program. Passengers with disabilities, of any age, that are traveling to destinations that are located within ¾ of a mile from the NCATA’s fixed route bus service may be eligible to ride with ACTS if their disability prevents them from riding on the NCATA’s buses. Passengers must contact the NCATA at (724) 654-3130 to request an application. Once approved for the ADA Complementary Paratransit Program by the NCATA and provided with the ADA Passenger Card, the passenger will be referred to ACTS to schedule their trips.
Passenger Cost:
- Passengers pay double the fixed-route fare for the same trip. The typical ACTS’ ADA passenger fare is $2.00 per trip for service within the City of New Castle.
Requirements:
- Passenger may be any age.
- Passenger must have a documented temporary or permanent disability.
Trip Restrictions:
- Passengers may ride for any trip purpose. Passengers utilize this program to travel to employment, volunteerism, grocery or regular shopping, hair appointments, medical or pharmacy appointments, and for any other reason that they’d like to travel.
- Passengers may ride to any destination as long as their pickup location and destination are within ¾ of a mile from the NCATA’s fixed route service.
Persons with Disabilities Program (PwD)
The Persons with Disabilities Program is funded through the Pennsylvania Department of Transportation with the goal of providing reduced fare transportation to passengers with a disability whose trip is not eligible through the ADA Complementary Paratransit Program. A passenger’s home may be located within ¾ mile of the NCATA’s fixed-route bus service, however, not all destinations in which they may travel will also be located along the NCATA’s fixed-route bus service. Also, passengers’ trips may be eligible for the ADA Complementary Paratransit Program on certain days and times, but not on all days or times because of the NCATA’s bus schedule. The PwD Program is the bridge for people with disabilities so that their ACTS trips will be subsidized even if their trip does not coincide with the NCATA’s service.
Passenger Cost:
- PennDot will pay up 85% of the full fare. For trips within Lawrence County, passengers using the PwD Program will pay an average of $2.00 to $3.00 per trip when riding under this sponsoring agency.
Requirements:
- Passenger must be aged 18 to 64 years of age. (Once a passenger turns 65 years of age, they are eligible for the Senior Citizen Lottery Program so their ACTS discount will continue, but under a different sponsoring agency.)
- Passenger must complete an application and provide proof of their disability to ACTS.
- Passengers’ eligibility is not based on income status.
Trip Restrictions:
- Passengers may ride for any trip purpose. Passengers utilize this program to travel to employment, volunteerism, grocery or regular shopping, hair appointments, medical or pharmacy appointments, and for any other reason that they’d like to travel.
- Passengers may ride to any area served by ACTS including destinations served in Butler, Beaver, and Allegheny Counties.
- Passengers must reserve their ride at least one working day prior to the date of the trip. Passengers typically using this sponsor who request a same day trip will be charged the full fare since this sponsor does not allow same day trip requests or passengers to alter their trip plans on the same day.
- Trips covered by this program cannot be eligible under the ADA Complementary Paratransit Program. The PwD Program is aimed at providing a trip discount when a passenger cannot travel using ADA based on their location or times of travel.
